Why did I make it?

The classic 20 pin JTAG connector on a 2.54mm pitch is just too big to be used on modern compact designs. You might be designing a small STM32 board or a small FPGA board in which case a 1.27mm pitch connector is a better choice. And why put the full 20 pins in there since most of them are not needed? The 2x5 10pin JTAG connector is still a standard JTAG connector and provides all of the required connections for modern devices.

Technical specs

JTAG 20 pin (2x10) 2.54mm pitch female header.
JTAG 10 pin (2x05) 1.27mm pitch male IDC header with key.
Optional 1.27mm pitch flat ribbon cable with IDC connectors.
