The board breaks out all 100 pins to 0.1" headers surrounding the chip, brings the USB signals out to a USB-B port, and breaks out the JTAG signals to a 14 pin header for easy connection for debugging.
The included MSP430F6638 is a 16-bit RISC microcontroller running at up to 20MHz, with 256KB of flash, 16KB of SRAM, 12-bit 16 channel (12 external) 200ksps ADC, 2 channel 12-bit DAC, USB full-speed interface, and a lot more.
The MSP430F6638 includes a built-in USB bootloader which can be used with the Uniflash software to program the chip without the need for a JTAG debugger.
The board is un-used, but does not include the original packaging, as that was discarded a while back.
