Over the past year, multiple federal agencies — including U.S. Immigration and Customs Enforcement (ICE) — have publicly purchased and deployed vehicles equipped with “fake” cellphone towers, known as cell-site simulators. These devices mimic legitimate cellular towers in order to collect data from every phone within range, including unique identifiers and location — and sometimes even calls, texts, and mobile data — with little to no public transparency or oversight.

This RC400L has been fully prepared with the EFF’s open-source Rayhunter software, allowing it to passively detect and log suspicious cellular activity such as IMSI catcher (Stingray) deployments, rogue towers, and forced network downgrades. SIM card and data plans available as an add on.
