This is a replica of the famous LM3909 IC (led blinker among other applications). It is made using common discreet through-hole components.
This is fun as much as educational but also practical. Since LM3909 is no longer in production and when found quite expensive a kit replicating its functions seemed like a cool idea!
You can fine-tune the components to suit different needs and you can use it on breadboard too!
