It's a vintage Reed switch keypad: each key of the keypad has a magnet and a Reed switch attached to it. When you press a key, the Reed switch is activated and your Arduino / MCU can read the key press.
I didn't make it, I've found it at a local flea market.
It's a cool vintage keypad produced in USSR. It can be used in a DIY retro/steempunk project. It's in great condition - unused and unsoldered. Great find for vintage electronics enthusiasts.
