What is it?

It is a old PROM programmer. Old PROM are programmable one time (OTP product), cell by cell, bit by bit, With this programmer you can select address of programming displayed on a 7-segment 2 digit. When address is done you can programm each bit at "1" by pressing button on relative output and after the programming key. In few seconds cell wil be programmed.
