It can be polled to read these sensors, via HTTP. It can periodically push this data, via:
Via HTTP and Serial the data is encoded in JSON (see the documentation for more detail). Via MQTT a similar tree of values is published.
The wi-ther is compatible with ESPHome. See that section of the documentation. You'll need to understand ESPHome and how to upload that to a device.
It requires no cloud service. You should be prepared to set up a system to gather data from it, or to use the limited but useful built-in graphs (see pictures for example). It will store 1,440 data points in memory (one per minute for a full day), accessible as one large JSON feed (also used for the built in graphs). It is intended for the hacker and tinkerer, as a part of a larger system. Build your own thermostat, or log the temperature in various rooms in your home and outside, or whatever else you can imagine!
You can connect directly to, e.g. to configure it the first time, via the built-in web interface.

It can be configured (via web or serial (over USB)) to connect to your existing WiFi network.
In this case, it will advertise its configured name to your DHCP server or you can discover it via mDNS (ZeroConf, Bonjour) -- its mDNS name will always include the wither-
prefix.
Several such devices may be connected to the same network: simply give each one a unique name.
(The default names are based on the chip IDs and should be unique to begin with.)
The wi-ther is not designed to be exposed to dirt, rain, or other inclement conditions.
