It's a bunch of colorful LEDs on a pretty printed circuit board, with wires suitable for connecting to a breadboard.
When you experiment with new microcontrollers or generally anything that outputs a signal, it's useful to be able to see that signal as a LED. However, connecting a LED and a resistor is too much hassle. This board removes the hassle by giving you six LEDs already with the correct resistors.
You get the PCB, six resistors and six different LEDs with some spares, as well as the wires. You will need to separate the wires and strip the insulation from their ends, and solder everything together (the LED cathode goes on the outside). It only takes a moment and it's good practice for soldering SMD parts.
